Expediting ecologically sound, effective, and fiscally
responsible fuel treatments is key to SPOTS success.
The Coordinated Resource Offering Protocol (CROP)
program is complimentary to the SPOTS process. CROP
assessments provide an inventory of expected resources
(including saw timber and biomass) with the aim of
encouraging local private sector business investments
that utilize excess biomass from our restoration and
hazardous fuel reduction stream. This makes clear
viable, sustainable markets for excess forest biomass
(such as in the production of electricity) that also
serve to help fund hazardous fuel treatment projects.
SPOTS assessments, in turn, sharpen the baseline CROP
inventories, linking offering estimates more firmly
to resource objectives.
